We are the go to resource for harnessing digital tools and capabilities to improve the lives of low-income and vulnerable New Yorkers. As part of the New York City Mayor’s Office of Operations, the Accelerator + Connect unit uses policy, management and technical expertise to help produce better outcomes for residents.

As part of this unit, the Innovation and Design Team works with policy teams, City agencies, community-based organizations, and end users to analyze needs and opportunities and turn them into actionable digital services than can be designed, prototyped, tested, and developed.


  Our Work

The unit currently operates HHS Accelerator, Worker Connect, and ACCESS NYC, and is actively working on new initiatives, including HOME-STAT. Together, these initiatives break information silos through the use of modernized technology and coordinated agency practices to more efficiently and effectively provide health and human services to New Yorkers. The Innovation and Design Team is central to the work on all products and new initiatives by leading design and user experience, producing design materials, conducting user research, working closely with the internal and vendor technology teams for development, and setting ongoing strategy for products.

We are currently launching a data visualization intiatitive as part of HOME-STAT and seeking a Data Visualization Analyst to use modern, beautiful technology that helps the public see the impact of the work of New York City government and puts actionable tools in the hands of City workers and executives.

  • New Initiatives We are working on new initiatives that build upon existing products and our expertise areas, including reducing the burden on non-profits, facilitating data integration to improve social service performance, and easing access to services and programs.

  • ACCESS NYC, a website that allows New Yorkers to screen for eligibility for over 30 City, State, and Federal benefit programs. Depending on the benefit, residents can apply online, print out pre-populated application forms, and determine agency locations where they can go to directly apply for services.

  • HHS Accelerator is a transformational initiative to reengineer, simplify and speed the procurement process for City agencies and client and community based service organizations by implementing a series of policy reforms, restructuring of rules and regulations, centralizing portions of procurement oversights and building a web-based system to support these reforms to dramatically shift the City’s procurement of health and human services.

  • Worker Connect, a data sharing technology that allows case workers to see real-time information about clients drawn from multiple City sources. Users only access information that they have been authorized to view based on their role and all applicable laws and regulations.

    Skills We’re Seeking

    Commitment to the mission of advancing greater equality and opportunity.

    Working with data from diverse sources including case management systems, 311 service requests, and other City, State, and Federal data feeds.

    Collaborating with design, technology, and business team members.

    Building web-based data visualizations including maps, interactive graphics, charts, and dashboards using HTML, CSS, javascript (including libraries such as d3), web mapping (including cartodb), GIS and the Google Charts API.

    Experience with an agile, iterative development process.

    Understanding business and policy needs and help translate those needs to a technology solution.

    Project management, including developing and maintaining project plans and other documents, managing and coordinating project elements, reviewing agency and interagency work products, and ensuring efficient progress on implementation.

    Providing quality assurance and data management.

    Analytical assistance and supervision, including quantitative and qualitative data analysis, the evaluation of best practices, and the identification and assessment of operational improvement opportunities at different agencies.
